01 · Builders and developers

  • Problem: proving the safety of a product built on a third-party model; a guardrail judged on safety, over-refusal, latency [S-MES-11].
  • ELYSÉA: control before/after the model, 4 prohibitions that cannot be switched off, crisis by meaning, per-response attestation, emotions locked, 4 families of models.
  • Reservations: BYOK not wired; SDK 0.9.0 in the repository, 0.8.0 on npm; no security.txt; no third-party audit.
  • Offer: test 500 interactions / month; production €2.50 / 1.50 / 0.80 excl. VAT per MAU (elysea-web:src/lib/publicFacts.ts:44-56@00c9c89). Sales closed.
  • Next step: test integration. → 01_BUILDERS_DEVELOPERS.md

02 · Companies equipping their employees

  • Problem: emotions at work prohibited (art. 5(1)(f)); CSE to be consulted (L2312-8); training (art. 4 as replaced) [S-DRT-01] [S-DRT-04] [S-DRT-02].
  • ELYSÉA: emotion lock, prohibitions, trace for the insurer, referral in a crisis.
  • Reservations: Supabase region eu-central-1 (Frankfurt), dashboard reading by Sébastien on 10-01 at 18:03, evidence M-I1 to be attached; paths to providers possibly outside the EU, being removed — OpenAI fallback, vector memory, voice (OpenAI TTS, Deepgram; removal from the brain decided on 10-01 at 11:27); reservation maintained until the deployment is verified; DPA not signed.
  • Offer: Teams €30 / 18 / 9.60 per seat per year (elysea-web:src/lib/publicFacts.ts:49-56@00c9c89).
  • Next step: CSE consultation. → 02_COMPANIES_EQUIPPING_EMPLOYEES.md

03 · Insurers

  • Problem: generative AI exclusions since 2026-01, for lack of visibility [S-ASS-01].
  • ELYSÉA: AIUC-1 mapping — C001-C004, C006, E015 covered by evidence; C010-C012 require a third party; E002/E003 remain with the insured.
  • Reservation: no source promises that trace + evidence are enough to obtain insurance — a hypothesis to be tested.
  • Next step: AIUC-1 workshop after the results are published. → 03_INSURERS.md

04 · Schools and training providers

  • Problem: French Ministry of Education framework (direct use from the 4e onwards), CNIL (no consent, DPIA), DfE (anti-anthropomorphism, DSL, crisis) [S-EDU-01] [S-DRT-11] [S-EDU-02].
  • ELYSÉA: covers anti-manipulation, anti-substitution, referral to humans; partial on minors; does not cover DSL, time, avatar.
  • Decision: no direct use in primary school; no school deployment as long as the paths to providers possibly outside the EU (being removed) have not been removed on the verified deployed service.
  • Next step: working list handed to the EdTech publisher. → 04_SCHOOLS_TRAINING_PROVIDERS.md

05 · Public administrations and the public sector

  • Problem: high-risk registration, 2030 deadline, transparency towards the public [S-DRT-01] [S-DRT-02].
  • ELYSÉA: not high-risk (settled), traceability, prohibitions that cannot be switched off.
  • Decision: consult the staff body; no public tender before registration.
  • Next step: DPO/CIO reading of the DPIA and the register. → 05_PUBLIC_ADMINISTRATIONS.md

06 · Partners

  • Rule: no partnership. Cloud and models = providers; 3114, 988 = public numbers displayed.
  • Missing: signed art. 28 contracts; BYOK.
  • Next step: archive the processing agreements; inform the crisis lines after the results, without soliciting a partnership. → 06_PARTNERS.md

07 · Laboratories and universities

  • Problem: benchmarks without significance, not re-annotatable [S-MES-12] [S-MES-06].
  • ELYSÉA: preregistered 4-arm protocol, over-refusal, 3 judges from 3 families; published annotations and open re-annotation (decided, to be built).
  • Reservations: judge/human validation D23 through Sébastien's annotation after the pilot (mechanical judges and panel already validated on held-out sets, R-70 proposed); 9 post-sealing changes without evidence.
  • Next step: propose a re-annotation after sealing. → 07_LABS_UNIVERSITIES.md

08 · Funders

  • Key: FAE alone explicitly accepts the sole proprietorship [S-FIN-11]; Innosuisse projects require the commercial register and the pre-market stage [S-FIN-05]; Venture Kick requires an academic affiliation [S-FIN-07].
  • Now: F01 Initial Coaching, F07 FONGIT support, F10 AWS Founders, F11 AI Pact pillar I, F12 MLCommons observer.
  • Then: registration → F02 before sales, F08 → lab → F04, F05 → results → F06 → sales → F03.
  • 23 written questions ready. → 08_FUNDERS.md

09 · Investors

  • Thesis: withdrawal of insurers [S-ASS-01] + affirmative insurance conditional on measurement [S-ASS-03] [S-ASS-05].
  • Risks: entity, evidence, BYOK, data, contracts, one-person team, no third party.
  • Decision: no valuation discussion before results and registration. → 09_INVESTORS.md

10 · End users

  • Message: you are talking to the application, not to ELYSÉA; it cannot analyse your emotions, manipulate you, or switch these rules off; if you are in danger, you receive the public numbers.
  • What it does not do: provide care, contact someone, verify age. → 10_END_USERS.md

11 · Authorities

  • CNIL / FDPIC / AI Office: DPIA, register, procedures ready; declared gaps (paths to providers possibly outside the EU, being removed, DPIA not signed, EU representative not appointed).
  • Decision: no opening before the 30 measures are proven on the deployed service.
  • Next step: sign the DPIA, appoint the EU representative. → 11_AUTHORITIES.md
